La National Fire Protection Association (NFPA) è un’organizzazione globale senza scopo di lucro, fondata nel 1896, con sede a Quincy, Massachusetts, USA. L’obiettivo primario della NFPA è ridurre il rischio di incendi e altre emergenze attraverso la creazione e la promozione di standard e codici per la prevenzione degli incendi, la protezione delle persone e delle proprietà. La NFPA è nota soprattutto per la pubblicazione del “National Electrical Code (NEC)” e per il suo vasto catalogo di normative e linee guida che coprono una vasta gamma di settori, tra cui la sicurezza antincendio, la protezione degli edifici, i sistemi di allarme e rilevazione, e molto altro.

Nuova versione per la NFPA 400 Hazardous Materials Code – materiali pericolosi

È stata rilasciata l’edizione 2025 della NFPA 400, Hazardous Materials Code, che definisce le misure di sicurezza da adottare per lo stoccaggio, l’impiego e la gestione di tali materiali in diverse tipologie di strutture, ad eccezione dell’uso privato in abitazioni unifamiliari o bifamiliari. La nuova edizione della NFPA 400 classifica i materiali pericolosi in 10 categorie e si applica alle operazioni di stoccaggio, utilizzo e gestione dei seguenti prodotti:

  • nitrato di ammonio in forma solida, liquida o come emulsione;
  • materiali corrosivi solidi e liquidi;
  • materiali solidi infiammabili;
  • perossidi organici;
  • ossidanti in forma solida e liquida;
  • materiali piroforici solidi e liquidi;
  • sostanze tossiche e altamente tossiche, sia solide che liquide;
  • materiali instabili o reattivi, sia solidi che liquidi;
  • materiali reattivi all’acqua;
  • gas compressi e criogenici.

Per ciascuna di queste categorie, la norma stabilisce le caratteristiche specifiche, l’uso in ambienti chiusi o all’aperto e le modalità di gestione. Sebbene gli standard NFPA non siano obbligatori in Europa, il loro impiego è in crescita, in particolare per la protezione antincendio. La norma NFPA 400 potrà infatti essere utilizzata per valutare il rischio di incendio in strutture destinate a materiali pericolosi, applicando misure adeguate sia alle norme antincendio locali che al Codice di prevenzione incendi.

Struttura della NFPA

La NFPA conta più di 50.000 membri, composti da esperti del settore, ingegneri, architetti, tecnici, vigili del fuoco e professionisti di sicurezza e salute. La partecipazione a quest’organizzazione è aperta a chiunque abbia un interesse nel campo della sicurezza antincendio e della protezione delle vite umane.

Il cuore delle attività normative della NFPA è costituito dai Comitati Tecnici. Questi comitati sono composti da esperti in settori specifici e sono responsabili della stesura e del mantenimento degli standard. I membri dei comitati vengono selezionati in modo da rappresentare un ampio spettro di interessi (ad esempio, vigili del fuoco, ingegneri, costruttori, produttori, autorità locali, assicuratori, ecc.) per garantire che ogni standard rifletta il consenso delle parti interessate.

Uno degli aspetti fondamentali del funzionamento della NFPA è il suo processo di sviluppo basato sul consenso. Questo processo è riconosciuto da ANSI (American National Standards Institute) e permette una revisione pubblica delle bozze degli standard, consentendo il contributo di tutte le parti interessate. Il processo di revisione include fasi di commenti pubblici, discussioni tecniche e infine una votazione per approvazione.

Struttura dei codici e standard

Gli standard NFPA sono organizzati in capitoli che coprono i requisiti generali, le definizioni, le classificazioni degli edifici, le specifiche tecniche e le metodologie per le ispezioni. Ecco come vengono generalmente strutturati:

  • capitolo 1 – applicabilità: spiega l’ambito di applicazione e le limitazioni dello standard;
  • capitolo 2 – definizioni: definisce i termini tecnici utilizzati nel testo;
  • capitolo 3 – requisiti generali: presenta i requisiti generali che si applicano a tutte le situazioni trattate dallo standard;
  • capitoli successivi: suddivisi per argomenti specifici, ad esempio progettazione, installazione, ispezioni, manutenzione, ecc.

Gli standard della NFPA sono riconosciuti legalmente in molte giurisdizioni e adottati sia a livello statale che locale come requisiti obbligatori.

Codice di prevenzione incendi e NFPA 101

In Italia il Codice di Prevenzione Incendi (D.M. 3 agosto 2015) svolge un ruolo simile a quello del NFPA 101 (Life Safety Code), per quanto riguarda la protezione delle vite umane e la sicurezza negli edifici. Inoltre, le norme italiane sviluppate dall’UNI (Ente Nazionale Italiano di Unificazione) e dal CEI (Comitato Elettrotecnico Italiano) hanno punti di contatto con gli standard NFPA, in particolare per quanto riguarda la sicurezza degli impianti elettrici e la progettazione di sistemi antincendio.

Gli standard NFPA possono essere utilizzati come riferimento tecnico per la valutazione del rischio incendio o per integrazione volontaria, specialmente in contesti industriali complessi, per aumentare il livello di sicurezza o soddisfare le esigenze di progetti che richiedono standard riconosciuti a livello globale. A tal proposito ti suggerisco il software antincendio che analizza le possibilità di sviluppo dell’incendio, le caratteristiche di infiammabilità dei materiali e di propagazione, nonché le misure di prevenzione.
